Is there a law about changing the lay of the land when a developer is building houses in the state of PA?

Houses are being built behind my house. The developer changed the grade of the land. This causes our yard to flood everytime it rains. I would like to know what law the law is about developes building homes and effecting exsisting home and what article of the law it is. I know in the state of PA a developer can not change the lay of the land and has to have proper drainage before building but I need to know what law and article number this is.

After many years of study by many authorities on development and drainage it has been determined that in Pennsylvania water flows down hill. If water flows onto your property you can build a berm, a moat or an aqua duct. There is no law in Pennsylvania to keep water from flowing down hill.
Reply:YES they can grade it to any level they want unless its like a man man lake or a pedestrian area that is PUBLIC
