Other than recruiters, where is the best way to find and hire a C# Developer?

I am not a technical guy…my boss just dropped this in my lap. I work for a hedge fund in CT. we can relo, take care of visa and are not afraid to pay a significant premium for top tier talent.

Other than recruiters, where is the best way to find and hire a C# Developer?
I'm a recruiter and I'm a big believer in grass roots (and no cost) recruiting.





I'd try doing a keyword search on myspace on "C# Developer) and send e-mails about the job to anyone who lists that as their profession.





I'd also contact vocational schools and colleges who teach that skill and see if they can refer people to you.





Craigslist will allow you to post for free.





Nettemps and Dice.com are also good tech job search engines.

But how will you evaluate the talent if you are not technical?
