When hiring a freelance web developer, what skills (languages) are most important?

The developer would need to build a functioning prototype of an enterprise system to specifications from scratch for the purpose of a patent application. At this stage visuals not important. Somewhat similar in complexity and tasks to ebay (i.e. registering users, user developed listings, structured user interactions, financial calculations). Assuming such a system could be built in various languages, when writing a job description, should I specify what skills I am looking for and, if so, what would they be?

It sounds like you can see the end game in mind, but you're not sure what it's going to take to get it there. You'll need to get with these programming experts and let them tell you what you'll need. Obviously, the site will need to collect private information ( a secure website will be needed ), it will have to be linked to databases, and some type of mathematical programs will have to be used (like Excel or the likes). Plus other unforseen problems of needs that may arise. Programs like VB 6.0 can handle these types of applications with ease and a somewhat a pleasant GUI, while C++ can also handle this with better logistics and faster calculations, but is harder to build and not so pretty. Perl is also another language that one could use to create executables to handle these types of things.





Bottom line is, it could be done with many different things (Languages) or a combination utilizing more than one. Simple HTML is not going to cover what you need and won't secure the site either. (Your site will have to be secure, starting with an 'https://" prefix to ensure data privacy.





Don't cut corners on this type of project, you'll need an expert or you could create a real mess that you'll be responsible for.
