You can search for a freelance developer on Guru.com. I just started a web-based company that does web based solution too. I got on Guru.com to find freelance jobs too. Guru.com has a portal that allows "employers" to look for freelancers. It also has a portal for freelancers to look for projects. You can post your project up for freelancers to bid on it.
