Reply:A good source for limited budgets is SitePoint's Contest section. Basically, you post the job and how much you are willing to pay for work. Developers/Designers that are interested in the job will provide concepts and sometimes nearly completed work. Ultimately, you can provide feedback to these participants as to what you are looking for in the design/functionality. And then you decide who wins the job and gets the money.

You can use something like CyberCoders but my experience has been that you get a lot of low-ball bids from overseas particularly India that don't deliver on their commitments which sets you back to square one and out some money. If you want to use someone from overseas, I would highly recommend verifying their references prior to any money transfer.

Reply:I know this one company that does website design for really cheap - and it's this content management kind, where once they are done you're able to manage the site and make changes to all the content and pix and stuff like that. I don't know a ton about their prices but I know that their cheapest package starts at like $199 and they do all of your hosting and stuff for cheap.





Plus they have all of the add ons like shout boxes, blogs, journals, flash design, graphic design, membership directories. Stuff like that.
